TRAI in talks with Meta and Google to link tech app spam data with telcos

The Telecom Regulatory Authority of India (TRAI) is in active discussions with tech giants Meta Platforms and Google to integrate user-reported spam data from platforms like WhatsApp and Google’s native phone dialer with telecom operators’ complaint infrastructure, according to a report by Mint.

The regulator has held multiple rounds of consultations to construct a bridge connecting data from third-party apps directly with the telecom industry’s blockchain-backed Distributed Ledger Technology (DLT) platform and TRAI’s own Do Not Disturb (DND) portal.

The proposed data integration aims to centralize fragmented spam reporting pools. Currently, if a user flags a business on WhatsApp or reports a spam call on an Android phone dialer, that analytical data remains siloed within Meta or Google ecosystem logs.

By feeding this intelligence directly into the DLT network, which telcos use to register headers and monitor enterprise telemarketers—and the regulatory DND database, authorities can systematically identify repeat offenders and block bulk spam channels with greater efficiency.

“Discussions are actively taking place with both Meta and Google regarding spam management. TRAI wants WhatsApp to share its spam data with telecom operators for better action,” a source familiar with the development told the publication.

The move signals a hardening stance by TRAI against un-solicited commercial communications (UCC). Over the past year, as traditional SMS filters tightened via strict DLT scrubbers, grey-market telemarketers increasingly migrated to internet-based OTT channels like WhatsApp to reach users. By pursuing an cross-platform, unified backend framework, TRAI intends to strip bad actors of digital blind spots across cellular and data networks alike.
