TRAI achieves key milestone in ensuring SMS traceability for secure messaging
The Telecom Regulatory Authority of India (TRAI) has taken a significant step towards enhancing the safety and transparency of commercial messaging. The authority has successfully implemented a framework aimed at ensuring the traceability of all commercial SMS. This initiative is a crucial part of TRAI’s ongoing efforts to protect consumers from spam and improve the accountability of commercial messaging systems. By utilizing advanced technology, TRAI is paving the way for a more secure messaging environment.
Understanding the Framework
Under the new framework, all Principal Entities (PEs)—which include businesses, banks, and government agencies—along with their Telemarketers (TMs), must declare and register their message transmission paths. This registration process uses blockchain-based Distributed Ledger Technology (DLT) to ensure that every message can be traced from its origin to its delivery point. This end-to-end traceability is vital for maintaining data security while preventing delays in SMS delivery.
TRAI issued a directive on August 20, 2024, mandating that all commercial messages must be traceable starting November 1, 2024. Recognizing the complexity of this implementation, TRAI extended the compliance deadlines to November 30, 2024, and then to December 10, 2024. This extension was necessary to facilitate the onboarding of approximately 113,000 active PEs across various sectors, including banking, insurance, healthcare, and real estate. The authority’s proactive approach aims to ensure that all stakeholders can adapt to the new regulations without facing undue pressure.
Collaborative Efforts for Implementation
To effectively implement this framework, TRAI has engaged with several key sectoral regulators, including the Reserve Bank of India (RBI), Securities and Exchange Board of India (SEBI), Insurance Regulatory and Development Authority of India (IRDAI), and the Pension Fund Regulatory and Development Authority (PFRDA). Additionally, government agencies such as the National Informatics Centre (NIC) and the Centre for Development of Advanced Computing (CDAC) have been involved in promoting awareness and accelerating the declaration and binding processes.
Access Providers have also played a crucial role in this initiative. They have supported PEs and TMs through targeted outreach campaigns and provided technical guidance for seamless integration into the DLT system. This collaborative approach has been essential in ensuring that all parties understand the new requirements and can comply effectively.
Innovative Implementation Strategy
To minimize disruptions during the initial enforcement period, TRAI introduced an innovative strategy. While the regulations for chain binding were technically enforced, messages sent through undeclared paths were temporarily allowed but flagged with error codes. These error codes were communicated to the concerned PEs, enabling them to take corrective actions without interrupting critical messages, such as One-Time Passwords (OTPs) or other time-sensitive communications. This consumer-centric approach ensured that messaging services remained uninterrupted while still adhering to regulatory compliance.
As a result of these coordinated efforts, all major PEs have successfully registered their message transmission chains with Access Providers. Effective December 11, 2024, SMS traffic sent through unregistered paths will be rejected. This marks the successful culmination of a massive exercise aimed at enhancing the integrity of commercial messaging.
Commitment to Consumer Trust
The successful implementation of the traceability initiative reinforces TRAI’s commitment to combating spam and enhancing consumer trust in telecom services. This initiative complements other anti-spam measures introduced by TRAI, such as disconnecting telecom resources used by spammers, implementing URL whitelisting in SMS, and migrating 140-series telemarketers to DLT platforms.
