ECB's Schnabel Poised to Leave for IMF Markets Chief Role with a Year Left in Term

The European Central Bank (ECB) Executive Board member Isabel Schnabel is expected to leave before completing her term, which runs through the end of 2027, to take a senior role at the International Monetary Fund (IMF). According to a Reuters report citing two people familiar with the matter, an announcement could come as early as the 24th.

Schnabel is reported to be taking the position of director of the IMF’s Monetary and Capital Markets Department. The IMF is said to want the selection of a new markets department chief finalized by year-end. Schnabel, who currently oversees market operations at the ECB, will be leaving the central bank just past the halfway mark of her eight-year term.

Neither the ECB nor the IMF has issued an official statement regarding the appointment.

Schnabel is widely known within the ECB for her hawkish stance on monetary policy. More recently, she has been vocal about how central banks should respond to the expanding landscape of blockchain-based finance. She has argued that central banks must actively embrace distributed ledger technology (DLT) to maintain a central role in the financial system, and that they need to be capable of supplying liquidity and conducting monetary policy in an on-chain environment.

If the move is confirmed, the ECB will need to fill a vacancy on its Executive Board. The Executive Board—the eurozone’s core monetary policy decision-making body—consists of six members, each responsible for specific policy areas. The market operations portfolio that Schnabel has overseen encompasses the ECB’s market interventions, including bond purchases and liquidity provision.

The IMF’s Monetary and Capital Markets Department is a key division responsible for assessing global financial market stability and reviewing the financial sectors of member countries. It is rare for a senior official from a eurozone central bank to move into this role. Given Schnabel’s increasingly prominent commentary on on-chain finance, some observers suggest she could exert influence over digital finance policy discussions at the IMF as well.

A German economist by training, Schnabel joined the ECB Executive Board in 2020. Since taking office, she has been classified as one of the ECB’s leading hawks, having argued early on for the need to raise interest rates in response to inflation.
